Led by members with support from PAYO’s Government Relations staff, PAYO’s Government Relations Task Force (GRTF) and subject-matter subcommittees work with legislative and executive branches of government to help payroll professionals understand their employers’ legal obligations and advocate for more effective laws, regulations, policies, and guidance.
Participants work to standardize child support enforcement processes and procedures, collaborate with the federal Office of Child Support Enforcement and state child support agencies, improve state electronic reporting and payment systems, and discuss any other child support issue that impacts payroll management.
Participants discuss all payroll-related issues in electronic payments, ranging from fintech (ACH, FedNow) to payroll cards, with the goal of keeping members and payroll professionals informed, and to educate government and private-sector decision-makers on these technologies in the payroll space.
The Federal Issues Subcommittee focuses on federal-level concerns of importance to payroll professionals, including employment taxes, wage and hour requirements, agency capabilities and infrastructure, and proposed laws and regulations. Separate PAYO Government Relations Task Force subcommittees consider payroll cards, child support, and garnishments.
Participants discuss wage garnishment orders by public and private creditors, including involuntary student loans, tax levies, and more, and impacts on payroll management. Action is focused on improving processes and procedures by creating consistency and enhancing electronic communication.
